my 91 sedan's blower motor problem

on my sedan the blower motor wont blow ,i swapped motors and still no luck,how do you figure out if it is the blower resistor or the control panel?any help would be appreciated thanks

does speed 4 work and just not 1-3?

the resistor is behind the glovebox, the coils sit in the air tunnel, you can see were it plugs in, just unplug it and unscrew it and twist the connections back together, or buy another.
