its a solution made by redline that effectively decreases the engine coolant temperatures to achieve a cooler running engine.
do a search you will find some very good information on this (especially search the archives). Water wetter is basically the same thing as dish soap. However, it does have chemicals in the solution to keep the system clean and free of corrosives.
i put in two drops of palmolive and it dropped my cruising ECT's by 10*
