Should i buy a rebuilt starter

I have a 1995 honda prelude si W/ Jdm h22a on a h23 tranny. I have a really slow crank and i have changed the spark plugs, wires, rotor, and rotor cap. I had my battery tested and passed also. The distributor was also changed.
When i start the car it sounds like the car is forcing its self to start, and it’s barely able to do it. It been like this for a while, and I thought it was normal until I saw another Jdm h22 start.
Should i buy this http://cgi.ebay.com/ebaymotors...h=002 to replace my starter?
P.S. Feel free to make suggestions if you don’t think that is what the problem is

You could just buy a used one if you wanted, might find it cheaper. That or get a Refurbished Unit. It's not that expensive.
It's a fast swap to figure out if that's what's wrong.

check all the electrcal connections. get a multimeter if you can and see if ur gettin power(and how much power) to it and check the grounds... and see how much its drawin from the battery. But referbished starters are usually good.
