You really don't want to use track tires on the street, for a lot of reasons. They wear out quickly, often in 5K miles or less. They suck in rain. They don't grip well until you've warmed them up with a lot of cornering. And even then, they don't give a lot of warning before losing traction.
For 14" wheels, there are a couple of good choices for your '90-91 Civic (without white letters, though). If you want the best dry traction and you don't care about rapid treadwear (10-12K miles) or so-so traction in rain, get the Falken Azenis RT-615 in 195/60-14. If you want decent treadlife (25-40K) and excellent traction in rain as well as decent traction on dry pavement, get the Yokohama ES100 in 185/60-14 (again, without white letters). Nothing really good out there for 13" wheels though.
