Bumper fitment/ signal light fitment

So i finally got my parts together today, and so I went into my garage to put signal lights in/ sidemarkers in.. i noticed 2 things and thought of 2 more lol.
the first thing i noticed was that the hole for the sidemarker was bigger than the sidemarker. by like 2mm all the way around.
the second thing was that the spot for the turnsignal doesnt fit the turnsignal.. like the screwhole + tabs dont mate to the bumper. I switched L and R to make sure i wasn't retarded, but still no luck.
So im wondering if im missing something or if something is terribly wrong.

the bumper lights are not going to be really tight in there. there will be some play. 2mm is not that big of a gap. is this an OEM bumper?

iunno if its an OEM bumper, i looked through every inch of it and it looks like its a no-name

i dont know lol... there was a front end accident so i assume its been replaced.. but with what? ierno.. ill take a look at helm's 2m morning and figure it out
