Trouble at high RPM, 90 Sedan

Default Trouble at high RPM, 90 Sedan

I'm looking at this civic sedan on a local board and the guy says that the car starts and runs fine, but when you get into higher rpms it chugs like fuel filter or plugs. The car is an EX so it has the d16a6. Would you say it's a simple tune up item like the fuel filter, plugs, o2, maybe a timing issue, or is this a sign of more serious problems?

worst case is probably fuel pump or distributor
