I think its my master cylinder but id like a second thouht
i was go ing to but a 1989 civic 4-door for $350 from a friend he said that the master cylinder is out bacause the pedal goes to the floor before anything happens
i noticed the e-brake is pulled all of the way up. is it truly the master cylinder?

I had this problem - replaced master cylinder but problem still occured. I'm in the proccess of replacing proprotioning valve and all rotors/pads/drums/shoes and checking again. If it still sinks down, there's either a leak somewhere or it's the brake booster.
Hope this helped!

First check for any leak in all of the hardlines and soft lines. Next, if there are no leaks drain all the fluid "I mean all of it, through the bleed valves until the system is clean of fluid (as much as possible)" Now refill your master cylinder, and first bench bleed the MC, then bleed all the brakes from the valves in correct order. (order is Passanger Rear, Driver Rear, Passanger Front, Driver Front).
Keep bleeding until there is no air coming out "make sure no more bubbles just striaght fluid, and also be sure to make sure the MC doesn't get too low (i.e. below the LOW limit line)".
If you have done this and made sure there are no leaks "including where the hardlines screw in "MC & prop valve" as well as following the passageway of the fluid", your car should brake normal. If not, it is indeed your MC.
Yes I know, this process can also be done without draining all fluid first...better this way to make sure its all clean.
