Default anti foul O2 sensor - pass emissions?

Hi guys,

I've searched this issue and got good info on how to fix the P0420 CEL with the spark plug anti foulers so I won't have to buy a new cat for the car (99 accord v6, 96k miles).

But I didn't run into any solid info saying this will pass emissions?..I'm not looking for performance so I'm not using this trick to run a straight pipe. I just don't want to buy a new OEM cat but still be able to pass emissions.

I'm not sure how new cars are tested (I have a 92 civic and 91 mr2, so neither need to be tested at all in IL). This newer accord, since it's OBDII, is it just plug n play?

Will I pass emissions testing with the anti foul trick?

Thanks,
