Default Wondering: VTEC kicking in on downshifting?

Hey guys just a funny thing I just thought of. Do you guys know or think VTEC would kick in when downshifting. I was watching some Best Motoring video, and they were racing some Hondas. And when they downshifted, they stayed within the 6000-7000 RPM mark. Which is around the same for a VTEC. So VTEC kicking in on downshifting? What about VTEC kicking in when you're going down a hill and there is no gas going through the engine?

LOL! Please don't think of me as a Honda noob. =P I'm still a noob in some parts.

Well looking at a few factors that control VTEC I don't know for sure but I'm going to say no because one variable is throttle position and that is missing.
