Clear coating under color coating?

Clear coating under color coating?
Has anyone try putting a clear coating under the color coating? I have a set of wheels that I just shined and put a clear coating on, but I want to turn it gunmetal grey now. don't want to shine it again so will it work good?

Why would you put a clear coat under a base color? The clear coat is supposed to be there to help protect the paint.
