A turbo... is a good start.

Basic kit would be

Exhaust manifold (Neukin, Peakboost, Full race, etc.)
Turbo (GT35R is pimp)
Charge pipes
Blow off valve
Downpipe
Injectors
Good *** tune (Hondata, Neptune, Crome, etc)

I would not run 14psi on stock internals though, I really wouldn't go over 10-12 psi. That's just me though.

psi is a ridiculous way to make power goals, different turbos could make a wide range of power at differen't psi. With 10psi on the right turbo, you could easily get 300whp, or if you had a smaller t25 you'd only make like 225-240

Set a whp goal, read in the FI forum like you're supposed to. And go from there.

Sleeving is expensive and if you are shooting for a low whp# its not neccessary and neither is a P&P.

A 3 angle valve job w/ springs, valves, retainers with a crack test would be good.

Have the crank balanced and polished.

Have the block honed and resurfaced along with the purchase of new bearings (rod, thrust, main... ACL is good)

Rods/Pistons/Rings etc
