Default Question about fuses and HID kits

So i have my HID conversion kit installed on my 98 civic correctly, and both headlights turn on at times, but other times only the left or the right turns on or even both dont turn on at all! I could see that my ballasts are on due to the light, but the light bulbs just dont seem to light up . Am I suppose to switch out the out the 10a fuse to a stronger fuse like 20a?

i was blowing fuses like crazy, i upped the fuses to 15a and its been good for a few years now

stock is 10a, i used 15a and i havent blown a single fuse since
