Amatuer painter with a wet sanding question (please help)

I have been painting my wheels. I want to end up with a high gloss back finish. I have already laid down the gloss black base coat. The finish ended up being very rough (i am using spray paints and want a smooth as glass look). Tomorrow I am having somebody do a hand done red pinstripe around the lip of the wheel. Is my best bet to get a smooth finish and wet sand now (before the pinstripe gets painted, also is the pinstriper gonna look at me like I am an idiot for having a finish that is sanded down? lol) and then do the clear coat and wet sand again and then do my buffing. Or am i better leaving it now letting him pinstripe and then do clear coat, wet sand, and buff without doing a wetsand on the color coat. I have very little hands on knowledge. All my knowledge is what I have read on here so answer this question assuming I wont know what you are saying lol. Thanks for your help in advanced.

Your using spray paint thats the first problem. Hard curing scratch resistant 2 component clear should be used if your going for gold. There should be no need to wetsand the base coat if it is applied correctly, to get a smooth flat clear profile.
If you lay out the clear nice while the rim is set flat on its side, the clear should flow out and the peel will be minimal and not need any wet sanding. Personally I think wet sanding and buffing a rim sounds retarded. Just paint it right and it will look almost like glass.
