Default need help diagnosing symptoms obd0 b16a

obd0 b16a, pr3 ecu, 88crxsi
here's the problem. o2 sensor "b"(cylinders 2&3) cel comes on usually during long deceleration.
another symptom; and it's a little tricky to describe: (in closed or open loop) sometimes on slight decel/accel and sometimes on cruise, the exhaust note changes to a sound that sounds like it's missing, and i can feel a difference in the accel/decel almost like a pressure on it. if i accelerate more than just a little bit, it goes away. if i lower accel back down after that, it'll come back.
i've wired in the o2 sensor correctly, so that's not it.
i've replaced BOTH o2 sensors.
i've switched the 2&3 injectors with the 1&4 injectors, and it's still doing the same code(not the 1&4 o2), so it doesn't look like it's injectors.
i did hear a loud shattering sound about a week ago while driving. sounded like a glass bottle came up and hit around under my feet and shattered. i thought maybe it was a rock or something, but didn't know why it sounded like that. i don't know if this is related or not.
any suggestions? thanks in advance
*edit* also, can it be a valve causing my problems?

If your getting an o2 code its either the sensor is bad or the wiring is messed up. Nothing else causes CEL for O2.

As far as your other problem, I would pull my plugs and check them. See if they are clean and make sure there is no oil on any of them causing it to mis. Check to make sure your TPS is adjusted correctly. WHen my crx b16 did that it was my tps out of adjustment with no CEL at all.

i wired it according to stickied references on hondaswap.com. it's right. beleive me, if i had doubts, i'd much rather replace a wire.
*update*
I replaced the valve cover gasket/spark plug seals/other seals, and checked the plugs. there was no oil on the plugs/plug boots, except the top of the boots on the valve cover, which is why i replaced the valve cover gasket.
plugs for 1&4 were significantly covered in carbon on the tips and the immediate threads. 2&3 had significantly less carbon on them. so, there's something behind that obdviously.maybe something triggering the ecu to leaning out the a/f on 2&3. maybe something with the valves/springs, etc.?
checked compression, but the guage was too quick to see, so i'm going to try it again when it's light out . but from what i saw, the compression wasn't extremely off, if at all.
here's another thing. tested the voltage on the o2 sesor wires. o2 for 1&4 is .45v, and o2 for 2&3 was fluctuating between <1 and 1.6. it was really just all over the place, and i have a auto adjusting multimeter that wouldn't stay anywhere. so, yeah, something's up with the signal from the sensor i would assume. so, it seams it's leaning out on 2&3 for sure.
any ideas? maybe easy ones ?
i'm going to test the tps once i figure out how.
