Default d15B7 + problems with rev limit.

I have a 92 cx w/ a d15B7. Just rebuilt the motor, new pistons, rings, ect... However, when I start the car up and go to put it though it's paces, I hit the rev linit at 5800. I'm not throwing any cels either. Is this normal? I understand that this is no racing motor and it sure isn't a v-tec, but shouldn't the rev limit be a little higher? Like 6500? Could the problem be a faulty ECU? (Even when the car is in motion, it still hits the rev limit at 5800. Speed sensor possibly?)

I read in my chilton's manual that the crank angle sensor reads engine rpms, could the sensor be bad?
