Tire recomendations for a 15x7 Rim.(yes car is low)
Sup guys im getting my rims soon. and im wondering what tires would be good for this rim size and the type of driving that i do.
My friend recomended me
Falken ZE512 or ZE912 195/50/15 both high performance A/S (sticky tires from what im told)
They also fit the rim size.
So what should i get? Is for a daily driver.

Are you looking for summer, all-season, or winter tires?
Also, 15X7 isn't the best size for those tires. 7" is usually the maximum width rim that that size tire can fit on. It will looked stretched. It might be better for you to get 6.5" rim.

Careful about tirerack. Shipping to Toronto can get very expensive very quick with all the brokerage and duty fees UPS will charge you. I don't have exact figures though.

Would you like to tell us what kind of car you have (year, make, model)? Or is that a secret?
Do you plan to use these tires on snow in winter, as well as in moderate to warm temperatures the rest of the year? Or do you have other tires (or another vehicle) to use in winter?
The Ziex tires your friend recommended are crap. So are the Kumho AST.

I order from tirerack before. it's only $100 and something for the C.O.D.

Since you do not plan to use these tires in winter, you should get "summer" tires, not all-season tires like the ones you mentioned. Outside of winter conditions, good summer tires perform much, MUCH better than all-seasons, on dry pavement as well as in rain.
195/50-15 is too small for your '98 Civic. You should be using either 195/55-15 or 205/50-15. I think you're better off with 15x6 or 15x6.5 than with 15x7, which will make the tires look somewhat stretched and could leave the rim lip susceptible to damage from curbing. If you get the 15x7 rims, I recommend the 205/50-15 size, rather than 195/55; with the 15x6 or 15x6.5, you could go with either size.
Your friend who told you to get all-season tires and to get the wrong size doesn't seem to know very much about tires.
Since you are using these for daily driving, I assume you want a tire that will last a reasonably long time (say, 20-45K miles) and does okay in rain, which rules out the Falken Azenis RT-615 (it's great on dry pavement, but typically only lasts about 10-12K miles, and it's not as good as many other tires in rain, either.
I recommend any of these three excellent summer tires for the money, in the following order:
1. Avon Tech M500
2. Kumho Ecsta SPT
3. Yokohama ES100
All three of these offer very good dry traction, excellent grip in rain, and last a reasonably long time. All are priced very attractively, too.
The Tire Rack currently has the Avon on closeout for US59 each for 205/50-15. They don't carry the SPT in that size (it is NOT discontinued, they just don't carry it) but it generally sells for about the same price. Discount Tire sells it for $69 including free shipping within the States, which works out about the same; I don't know if they give you a break on shipping to Canada or what. The ES100 is a bit more expensive (USD78) and not quite as good as the other two in rain, but it's not a bad choice either. Tire Rack's prices in the 195/55-15 size are $61 for the Avon, $63 for the Kumho, and $64 for the Yokohama.
A few places in TO previously recommended here for tires are Wheel and Tire Zone and Tires 23, but you'll have to contact them for pricing. Talon Tire in QC is another option, one which shows prices on their website.
