Default would this fit?

16x7 rim with 205/40/r16 +42 offset....and how much would i be able to lower it without rolling fenders??

you should be fine with that offset and tire combo without rolling the fender... what car is it going on btw?

oh ya i gues that would help haha, 92 civic hb, so lowering like 2-3 inches would be ok?

Yes, 3 inches will be pushing it. Not because of the 16's - the difference in ride height from the stock size is less than 0.1 inch - but because it's a huge amount of lowering. Don't lower it more than 2 inches and you should be fine.
