Default vaccum leak???

Hey guys, drove my car today, when the car is idling , rev it , let;s say 3000rpm, then release it , the rev will drop to 1400rpm and stay there for 5 seconds then drop back to normal which is 1100rpm, it is also can be found when i in second gear, approaching to stop, put the clutch in when it is at 1100rpm , the rpm will increase to 1400rpm (same spot as before ) , then put in netrul , release the clutch , the rpm will drop back. Has anyone experienced the same thing ? cheers
