Default Gauge cluster problem

Hi I have a 98 accord lx and at night when I turn the headlights on the gauge cluster lights and the lights next to the shifter go off. The fuses are fine the bulbs are replaced and I even tried another gauge cluster but the same problem occurred (on top of that this one claimed I was going 40 while going 10). So I'm completely out of ideas. Does anybody know whats going on? Thanks
