91 Honda Idle jumps from 1000 to 2000 RPM up and down

What could cause this, my idle rpm jumps from 1000 to 2000 while at idle but engine runs fine when under power?

i would try the tps relay throtle positioning sensor i had a few friends have the same prob and it fixed theres
