Default high emissions 96 honda civic ex(help!)

im working on a 96 civic ex, and can not get it to pass ca emission test
all readings are high at 15 and 25
HC:160 at 15 100 at 25
CO:.5 at 15 .3 at 25
nox: 2900 at15 2500 at 25
c02: 14
this car have 180000 miles, new cat, new o2 sensor , complete tune up.
if i super heat it in manual mode it will pass, if i super heat it and let it idle for about 5 min. readings are way off again. no check engine lights and it runs great.
I need help!

well the hotter the cat gets the better it works so of course if you "super heat" the cat you have a better chance at passing, why do you think they idle it for a while and haev you turn it off before the test. It's so you cant go to some backroad and crack open VTEC for 10 mins 2 seconds before the test and pass an illegal motor.

it sounds like the cat but you said you got a new one, how long ago did you replace it?
is the car stock?
what motor is in it?
you have any to de-tune it to pass?

by the by this is the prelude forum might wanna ask the civic guys they might be of more help.
