civic springs on accord?
Usually, no, since the Accords are heavier than the Civics.
Years ago, I had a 6 cylinder Mustang, this part shop was trying to dump some springs they had in inventory and lied to me that they fit my car (later on, I found out they were for a 4 cylinder). The front became really low (since the 6 cylinder engine is heavier than a 4 cylinder), and the back was fine but looked raised up in comparison to the front. - - This is not to say you are talking about using springs for a 4 cylinder on a 6 cylinder; just to illustrate that even though a part may fit, it may not function properly.
In general, the spring rates are probably different for an Accord vs. a Civic.
