Yes, some came without a tach.

My 99 Cx hatch does NOT have a tach. However, the Dx hatches did come with one, at least in 99. My 00 Lx sedan DOES have a tach and I don't think Lx's came any other way.

The following cars have clusters with a temperature meter, speedometer and fuel meter.
- 96-00 2DR DX (4AT/5MT)
- 96-00 3DR CX (4AT/5MT)
- 97-00 3DR DX (4AT/5MT)
- 98-00 4DR DX (4AT/5MT)
- 99-00 4DR DX-V (4AT/5MT)
- 98-00 4DR GX (4AT/5MT)

The following cars have clusters with a tachometer, speedometer and fuel/temperature meter. ** (See note below.)
- 96-00 2DR EX (4AT/5MT)
- 96-00 2DR HX (CVT/5MT)
- 96-00 2DR Si (5MT)
- 96-00 4DR EX (4AT/5MT)
- 96-00 4DR LX (4AT/5MT)

The following cars have clusters with a speedometer and a temperature meter and a fuel meter OR a speedometer and a fuel/temperature meter.
- 96 3DR DX (4AT/5MT)
- 96-97 4DR DX (4AT/5MT)

Source: Honda EPC. If I didn't list a cluster accessory, it's because it wasn't listed in the EPC under that trim for that year.

I've listed next to the trims what transmissions are available for those trims.

**Please take note that for cars that are available in both manual and auto/cvt, it seems that those cars list a tachometer regardless of if the selected transmission is a manual or not.
