EDIT: The JDM D15B has 3stage VTEC, this means that it has VTEC-E AND VTEC. It idles and beings to run on only 8 valves. /EDIT

VTEC-E shifts to all 16 valves at around 3k RPM, VTEC engages at about 6k RPM. A normal D16 w/ VTEC engages at 4800 RPM, maybe a little higher based on your MAP sensor and TPS readings, but as far as the little research I did on the 3 Stage VTEC goes, it doesn't engage the "main VTEC" until 6k.

Hope that helped some.

EDIT:
In case you're wondering about VTEC-E it's "economical" VTEC and it's used in the Z1 ('92-'95 VX) and the Y5 ('96-'00 HX)
