Default Bouncing RPM

Hi guy please help....
I have a H22 engine with P28 Ecu remapped. I got a bouncing rpm when I step off the accelleration pedal. The RPM will drop to 200 or sometimes almost 0 first, before it goes to 900/1000. Usually this problem because of the FITV, IACV, or Throttle body. But I already cleaned those parts (even I bought a new IACV). The problem still remained.
But the strange thing is when I unplug the TPS, this problem is gone and the RPM goes normal. I thought the TPS is broken, so I change with another one, and I still get the same problem again. The TPS voltage is .5v (close), about 5v (open).
