Tach not reading properly, bounces around and rests at zero a lot. <VIDEO>

It started out working well then after a drive it seemed to do worse and worse. Seems like a bad ground but I don't really know where to trace it back to. I have tried two other clusters so I have eliminated that as a variable. Also, it may be related or unrelated but my speedo is not working either, this was also confirmed with both other clusters. Thanks for any help!

Any idea where I would check for a bad ground? Is it behind the cluster or somewhere else behind the dash?
Year model, trim level, etc?
What did you do prior to this? Change ignitions components like distributor or anything? Install a white face guage setup?

lol no mad tyte indiglo gauges here. I recently purchased the car so I can't be sure when it started but it is a 94 Civic hatch. I swapped the cluster when I first purchased the car (it did not have a tach) and thats when I noticed the tach problem. I thought it may be a problem with that cluster so I purchased another one from an Integra LS... it did the same thing.
LOOKS like it may be a dizzy problem(mine did something similar...would bounce between 3-5 k while holding gas pedal steady....got a dizzy from distributor king for fairly cheap, car runs much smoother and tach problem is gone)

VSS does not give an RPM signal, so how could it be the VSS?
RPM signal comes straight from ECU which comes from the ignitor (in the distributor)(96-00) or straight from the ignitor (92-95). With that being said its only 2 things that could be causing this. 1. bad RPM signal wire or 2. Bad ignitor.

i dont know but mine was acting up when i did my ls swap and replaced it and mine works fine???? just trying to give some info

Truth. VSS has nothing to do with RPM.
VSS is a pulsed 5V signal anyway.
Try taking a direct RPM reading off the distributor with a multimeter and see if it's right. If not, then it's the dizzy, if it's right, start tracing the wire to the cluster.
