There is no "better" between these two engines that can't or hasn't already been argued about for ages. It's not even worth looking up the two engines particular advantages or disadvantages to each other. D15B is pretty much equivalent, and much easier to come by at great prices and with low mileage.
Not to sound like an advertisement, but they're just all-around more convenient engines to find. Also, some little jewels (like the one I have) come with LSD transmissions.

I love the JDM d15B, but consider this, if you want to boost it, rods for d15 series block are about 850 bucks from crower, when you can get a d16z6 and there are a lot of aftermarket support for this engine, ive also seen rods for a z6 as cheap as 299... thin about what you want to do first with this engine. if you dont plan on boosting, and keeping it straigh N.A. than consider the d15... Just a though

If you do get a D15B make sure you dont get the Vtec-e one with the 2 vtec solenoids. The blocks are both stamped D15B but the heads are completly different. I know 2 vtec solenoids sounds cool but it has like 30 or so less HP than the single vtec motor.
