i always check the tire pressure and its all at a even 40psi.
as for racing i pop VTEC maybe 3 or 4 times but not usually.
could it also be that im usually driving in 4th?
im gonna try 5th in street driving and see if that helps.

Yea I'm having the same problem with my H23. Horrible mileage and lots of black soot from the exhaust. No CELs and I have done a complete tune up and just changed the plugs AGAIN. I might get a new O2 sensor since its still under warranty. I am suspecting a bad fuel pressure regulator but I don't know where to hook up the tester. All the ones I've seen have a female fitting and I thought it has to connect to the female service bolt hole on the fuel rail.
Check your map sensor connections, the little vac line that runs from the manifold to the sensor via the hard metal lines have a tendency to wear out. Mine did that for a while until i found out there was a tiny little rip in the soft vac line.
Cap and rotor are fairly new and I checked it a few days ago. The map sensor vacuum line is a good idea. Is there any way to check it besides a visual inspection? Should I monitor the vacuum with a gauge? If so what should the vacuum be on the map line at idle?

Typically changing the primary O2 sensor has had the greatest effect on my gas milage. I was getting about 25MPG ong long trips, changed the O2 sensor and it went up to around 31MPG.
I recently changed my O2 sensor again last week, long story, but I was getting around 21MPG around town. I currently believe I should be seeing around 28-30 (havent filled the tank yet, but I am seeing much more milage out of my current fuel usage).
I was not throwing any CELs in either case, but decided to change the O2 sensor anyway. A dying O2 sensor may not trip a CEL, and will cause the car to perform poorly (hesitation, stumbling, poor gas milage)

bad coolant temp sensor can cause a rich condition. Also any type of restriction in the air intake system may also cause a rich condition. The computer will compensate for the lack of air as best it can but performance or gas milage may be reduced in the process. So in reality the car may drive fine but get bad gas milage or not pass emissions.
