Default 88 accord electrical short

88 accord lx 4 dr, ive got this short that i cannot for the life of me track down. the problem i am having is i have no taillights. fuse 4 in the engine bay (brake - horn) 20A has popped. i had this problem before, replaced the fuse, no problem. all of the lights in the back light up, except the taillights when i brake. across the fuse with no key in the ignition i read 12V, place a fuse in and she pops immediately, so i know i have a short somewhere. i purchased a new brake switch with the same result.

What i've done is disconnect every light in the rear of the car, brake switch and horn and i still read voltage across the fuse.

So right now i'm at a loss, ive got the FSM and alldata and i can't seem i find anything more that pertains to this problem. No wiring diagrams seem to show where else that 20A fuse goes to. If ANYONE has an idea, please tell me. Thanks ~Gavin
