It's most likely a Canadian Si-R cluster.

I'm sure he could be mistaking it for a CTR cluster also, it's common.

I think CTR clusters are more common than canadian si clusters. and I think the ctr cluster more closely resembles a usdm Si cluster than a canadian SIr cluster.

The CTR cluster has different (yellow) needles, a different finish on the gauge faces, and a higher redline, whereas the differences between the Si-R and the Si are basically just the way the speedometer is labelled (km/h vs. mph) and the logo.

I thought the canadian Si-R sluster was all black and red with red needles? maybe that's the El cluster I'm thinking of.

the canadian sir looks exactly the same as the us si cluster, except for the fact that on the speedo it says "SIR" where the us unit says "SI" on the fuel/temp section
the UK sir is all black and is available in mph and km/h

Nah, that's the European/Japanese SiR cluster.
