e-brake cable change

I was searching a lot and couldn't find anything on it.
I couldn't see much, maybe I'm missing something, but I'm changing the e-brake cables on my '97 EX and I already pulled the drums apart and disconnected them from the handles and removed all but one bracket on each side, I removed the heat shields while I was at it - but that last bracket is behind some black plastic piece - I found one bolt and some of it came down but I can't find any other bolts on it...
Anybody know how to get this stupid piece down so I can get to the last brackets for the cables?

ebrake cables suck, all that **** is burried under other ****.
vigilance is key, there's no special trick. if you cant get to the bolt, take off more stuff. i had to take of the exhaust, heat shield and then monkey with them forever in the cab under the console to get them to go. but i got them to go
it's definitely a big pain in the *** though,

I already pulled them out of the handle side, just gave 'em a yank and they came through (they were disconnected from the handle) - I got 2 out of the 3 brackets on the cable off, but the third is under this black plastic thing in back of the last muffler curve but in front of the spare tire well - it appears to be the gas tank shield or something, I don't know how to get the stupid thing off, and the last bracket is behind/above it.
