H.E.A.T. - Help Eliminate Auto Theft.
They tch your windows with the win numbers and also place a sticker on the car that allows cops to pull your car over between 1am and 5am just because they see it. THese aren't fool proof but a good place to start.
I was just pleased to see the city doing something to help.

I hear ya. I am rarely out past 1 am anyway (Must be getting old). I am however out before 5 am a lot of mornings.
By no means is this a perefect system but if they are going to database the cars if something WERE to happen perhaps the police response would be better for registered cars.

This HEAT programme (we've had it where I live for years) is just the kind of thing that pisses me off about politicians. To the casual observer it looks like the police are doing something new to catch car theives. In reality, all it does is give them an excuse to pull people over without probable cause. It would be only by dumb luck that this would actually catch a theif.
If the city police were really interested in stemming car theft they would take actual action (i.e. sting operations, raids on suspected chop-shops, etc.) aimed at catching criminals and show some interest in tracking down stolen parts/cars.
