replacing the speedo/tach cable on an older goldwing

heres a picture of the front tire on my '82 GL 500. That screw is what holds on the speedometer cable, which has snapped inside the housing. I tried getting that damn screw off, but it's on there tight. I rounded the bolt pretty well, and I broke 2 screwdriver bits in the process. Is this bolt one of those kind where you have to twist the other way or something? How can I get this thing off? I tried an impact screwdriver, but that was utterly useless...

Anyways, this is what I bought as a replacement in the case I can't get the darn bolt off. How hard will this be to install? I'm fairly new to motorcycles, and I've never taken the wheel off before.
Also, my tach cable snapped as well. I bought a replacement cable for that, but the problem with that, is I can't find where the cable connects to the engine. I took off the seat and the gas talk, but still couldn't see where the cable ends. What all will I need to take off in order to put the new one in?
