Intermittantly decides not to start?? Possible problems? No CEL (94 EG EX Coupe 5spd)
firing up the parts cannon already?
main fuel relays are notorious for this in 5th gens, my turbo civic does it time to time. if you're going to start somewhere start with that they are i believe $40 from honda and only a couple bucks at a junkyard.
as for the FPR pull the vacuum line off, if there is fuel it is bad anyway, replace it accordingly, if fuel doesnt come out it is most likely still good.

oh and being that you bought this car not long ago it's always a good idea when you first buy a car to do the normal maintainence things because you never know when they were done last...plugs,wires,cap,rotor,filters...etc. Maybe also take a look at the condition of the Timing belts and all accessory belts.
