Ive seen cars around here with the holes in rear bumper...What are they "supposed" to do? It just looks like some momo wrecking a perfectly good bumper cover to me.

I'm a little peeved.
I'm getting reports that the original poster should not have put his car here, but I am getting <u>no</u> reports regarding the unnecessary flaming.
I'm locking this like you want, but the worst flamers are losing points.
And frankly, you don't know a damned thing about the poster. It could be his first car, it could be his first CRX.
Cut the guy a break and guide him instead of trying to keep him out of your little fraternity.

At extremely high speeds, it can serve to move the car faster through the air in a racing series that allows it. Many stock-type racing series do not allow it.
Changes in aerodynamics can normally be measured from 45 mph and up.
A change like holes in the bumper would generally not help unless you know you're going to be at 100 mph or higher several times in a sprint session.
There are many aerodynamic changes to the nose that will make holes in the bumper advantageous <u>if</u> you're on the race track and reaching those high speeds at least once/lap.
