does anyone know the offset on the 98spec ITR JDM 16" wheel?

and it uses a 215/45-16 tire as stock I believe? is this possible because of the 50mm offset?

sure it's possible. I'm running 16x7 +42mm offset Volk Racing SE37K on my Integra. I'm also running 225/45 tires up front, there's a little rubbing when the steering is at full lock, otherwise it's fine. I'm sure there'll be much more rubbing if I run 225/45 tires on the rear, 'cuz with the 205/50 tires in the rear now, they rubbed slightly on the black rubber strip on the fender lip. After taking the strips out, there's no more rubbing. And BTW, my car is dropped about 1.5" with TEIN TypeHA.

I have heard that 50mm offset on an ITR is the same as 45mm on a GSR due to the ITR having a 5mm thicker hub setup. I'm sure someone can confirm or refute this..

Also the 215/45/16 RE010 is pretty narrow for a 215.. more like a tall 205 really.
