Can be one of two things.
Safety Recall: S2000 seat belt retractors
Symptom
Under certain conditions, the seat belt retractor actuator can deform and cause complete or frequent locking of the retractor. As a result, the seat belt cannot be used.
CORRECTIVE ACTION: Replace the sensors in both seat belt retractors
OR
Symptom
The seat belt will not retract all the way, or retracts slowly.
PROBABLE CAUSE: Dirt on the seat belt webbing and guide.CORRECTIVE
ACTION: Clean the seat belts and guides with a mild soap and water solution, or isopropyl alcohol. This applies only to three-point active and passive seat belt systems, not to motorized systems

I just got a totaled s2000 and both of the belts are locked all the way back, but I think I'll have to take them apart and look at them myself. I doubt the dealer will do warranty work on a totaled car in the back of my barn
