instrument cluster does not light up!!!

instrument cluster does not light up!!!
this is my first crx and my cluster does not light up. 
i checked the fuses under the hood and under the dashboard and they're all fine. is it suppose to be like this? any other suggestions? btw its a 89 hf

no it is sopose to light up ...i would try getting a new dimmer switch that shuld fix your problem...let me know if this fixes it if not i will try to help figure it out with you
