Help with power lock issue on my 00 Civic

Help with power lock issue on my 00 Civic
My passenger side lock isn't responding to my power lock switch or electric key fob. The driver side lock works great. Whats the deal? I unplugged and replugged the powerlock brain and the harness behind the passenger door panel.
I can't hear the pass side lock motor make any noise when I LOCK the door, but when I UNLOCK the door, i hear it make a faint attempt to do something of anything. I guess maybe the power lock motor on the pass door is just dead?

The actuator is either dead, or there's a short in the wiring.
