Default Emission Problem

I just learned that in the state of CT you can not pass emission if you have a old motor in a newer car...

Example 92-95 H22 motor in a 96 a Civic!

Is there any way of passing this without any complications?

Will the OBD2 to OBD1 conversion do the trick or am I assed out on this one?
