Pr3 not giving a code just stays red HELP!!!!!!

i have a crx with a b16a1 and it has a pr3 ecu and when i turn the key the ecu doesnt trough a code out it just stays lit up red and i was wondering if this was normal please let me know.

your ecu is fried if the light just stays on sorry to say
