96-98 front end is different from the 99-00
the front wont fit unless you change the head lights, the hood and the fenders to 99-00 spec

ps body kits are a waste of time

Well 99-00 Civic front bumpers are different than 96-98 in the sense that the headlights are different and the fenders are different, as well as the hood and grill. As for the rear bumpers, it's direct fit. Basically your body kit is for a 99-00 Civic because the front is made for it, and well the rear, it can fit any year within 96-00.

'96-'98 front end

'99-'00 front end

Notice that the headlights, bumper, upper grille, fenders and hood are all different and won't interchange.

Both front ends can be very attractive if modified in the right ways. Think of a dirty stock white sedan... neither front is pretty on that because the car overall is ugly.
