The proper size depends on your car, not just the wheels you are using.
For a CRX, del sol, or pre-'96 Civic, the following sizes are usually best:

- If you want very good dry pavement traction, but you also care how well they do in rain and/or how long they last, and you don't need to use them in snow, get the Yokohama ES100. Very good dry traction, excellent in rain, last 25-40K miles. $75/tire in 195/60-14 at the Tire Rack.
- If you need to use these tires in snow and frigid cold during the winter as well as in moderate to warm temperatures the rest of the year, then you need all-season tires. You probably don't need all-seasons in Phoenix, unless you travel to northern locations during the winter, but if you do, get the Bridgestone Potenza RE960AS Pole Position. Best all-season tire available in 14" sizes, last 30-50K miles. $68/tire in 195/60-14 at the Tire Rack. They have a $75 rebate on a set of four which brings the price down to $49 each. (You could also get these if you want to save a hundred bucks over the ES100, if you don't care that they don't perform quite as well as the ES100; they're still better than most other all-seasons.)
