Having Problem, Anyone use 350z HIDS in your civic or teg

i have a set of 350z HID ballast and some H4 bulbs. i have used toyota ballast with H4 bulbs and never had a problem installing them but i am trying to use these 350z ballast and i cant get them to work. has anyone use these 350z ballast before. maybe i am missing some part or doing something wrong

they are small that is why i got these insted of the lexus/toyota ballast. i am pretty sure they work. when i hook them up i get power on the bulb side. that is what has me stumped. i have power on the bulb side and no bulb lighting up. i thought that maybe the 350z has a starter but i have checked and cant find one. but it could be hidden in the car somewhere.
