There's no particular reason, why was there no VX passt '95? They changed the tech of VTEC-E over to the HX with the D16Y5 if I remember correctly, but why did they change the trim code? You can't say because one was a hatch and one's a coupe, because the DX comes in coupes and hatches, so it cancels that argument out.
Simple answer:
They just did...
Or in this case, with the Si, they simply didn't...
Maybe they wanted it to be something special but didn't decide what motor to use or some crap like that and just wanted to release it with the trim change in '99.

Because they didn't think it was marketable. Like half the other cool small displacement cars that NEVER got sold in the U.S.A.
