The ATS does make a huge difference when asking this question....5th seems to be about 65 mph. 5th gear with the ATS feels like how 4th used to feel with the 4.4

b16/ITR 5th, 70 @ 4000rpm
LS 5th, 90 @ 4000rpm
4.40 fd on both
And tire size won't affect what your speedometer shows, since the speedo is driven by the VSS which sits in the transmission.
