Default Rusted out floor plug What To Do?

I was under my eg doin some work and noticed that one of the two bumps (one on driver and oner on pass.) was sort of rusted, i picked at it and it came down then i pushed up and my finger went through the tar mat and into the carpet. So i gutted my car and the hole is the drain plug thats up kinda near the clutch pedal. I am currently taking up all the tar mat and i am going to sand down the floor and repaint the interior along with the car. My question is can i get a new plug or what exactly went there before was it rubber was it seam sealer and tar? I have a gangster hole in my floor now and something goes there?
