My car was left outside for a year - It got milky white splotches on it now and I don't know whether I need to hand wax it with a specific product, get it professionally buffed, or I need a new paint job altogether

I'm pretty sure thats the clearcoat and your gonna need a new paintjob.

 

The clearcoat seems to be flaky, so I think you're going to end up needing a new paintjob. Sorry.
