can someone tell me how to install password jdm's front license plate re-locater?

i bought it today but when i put the this up against my bumper. it seems to be off. but if i turn the thing upside down with p-jdm backwards it fits just fine and flate but its not like that w/e i install it the proper way. someone help me out yea? pics would be nice.

and where does that lil piece go? the extra rectangle piece. im guessing over the bumper on the other side? thanks guys

am i suppose to drill the bracket on the top part of my bumper? or the bottom pf my bumper?

 

i believe you drill the top part of the grill, but flat, parallel to the ground.

I dont know if you understand that.
