Default Surging idle on 96 gsr in ek

I'll make this short and sweet cause I have checked soooo many forums Heres the setup:
96 gsr in 98 ek

-motor has 100k on it and that I know of it hasnt had a valve adjustment
-obd2 to obd1 conversion done by rywire for all the wiring.
-p06 chipped ecu
-skunk 2 intake manifold
-new timing belt
-new water pump
-new head gasket

For the valve adjustment issue I hear a ticking noise every second or two, Could it be because I need a valve adjustment or my timing belt is too tight?

Idle issues- Once I start the car up it idles at about 1500 rpm, then after about 3-5 minutes of just sitting the idle surges from about 200 to 1000rpm. I've also put in a new IAC. I've looked over so more forums on the fitv, but i thought those werent on the obd2 throttle bodies. I've also checked for vaccum leaks with carb cleaner and came up with nothing. I hope that all you honda gurus find this and help me out.

THANKS!

Soak your IACV with brake cleaner.
